Although there are always idiotic proposals and laws enacted, most of the regs are put in place because some people fail to regulate themselves. If there is one person on an island, no regs are needed. As soon as there are 2 people on that island, there has to be some means (regulations or agreements) for both people to co-exist. When you have 300 million people, you need many more rules.
This (lack of control) was the thread throughout the meltdown series.
I had a sign in my office that read ” A CONTRACTOR WILL DO WHAT IS INSPECTED, NOT EXPECTED”. My immediate supervisor felt that no inspection was ever necessary since they had a contract and you could not measure the $ value of the inspection. Unless the project failed, then it was invaluable.
Inspection (enforcement) helps to guarantee a level playing field for all the participants, and a reasonable safety factor for the public.
I have a large oak tree suitable for hanging some of these horse thieves.
