In February 2006 the editors of the French magazine Charlie Hebdo met to discuss a matter of what turned out to be deadly consequence: Would they publish a satirical image of Muhammad on their cover? We were making a documentary about Jean Cabut, known as Cabu, one of the most famous cartoonists in France. So we were there, filming his conversation with his colleagues as they chose the cover. The issue that came out of this meeting — with a Cabu cartoon on the cover and the images they discussed here — turned out to be one of the most popular in the magazine’s history. Almost nine years later, gunmen stormed this very meeting and killed 10 editors and cartoonists, including three of the people in this film: Cabu, Bernard Verlhac (known as Tignous) and Georges Wolinski. With homicide rates 7 times higher than in mainland France, gang rivalry over lucrative tourist property development deals has turned the stunningly beautiful island of Corsica into Europe's crime hot spot. "We can no longer count how many people have died," says crime reporter Paul Ortoli. "Anyone could get killed at any time and anywhere." The list of recent victims in this killing spree includes some of the island's more powerful figures. The daylight murder of Corsica's most prominent lawyer, Antoine Sollacaro, has taken on a symbolic significance. The inadequately equipped law enforcement is headed by Mayor Ange-Pierre Vivoni. His heroic efforts to protect the island's natural beauty have made him the target of arson and bombing attempts. With 3 murders occurring in the time of filming this report, the leader of a protest group is angered by France's indifference to Corsica's plight. "The French Government is not interested in Corsica. We are nothing. That's why they leave us in the hands of the mafia."]]>

Issei Sagawa murdered an innocent woman and spent three days eating her flesh. Due to loopholes in the law, Issei is a free man to this day. On the afternoon of June 13, 1981, a Japanese man named Issei Sagawa walked to the Bois de Boulogne, a park on the outskirts of Paris, carrying two suitcases. The contents of those suitcases, to the lament of a nearby jogger, was the dismembered body of a fellow student -- a Dutch woman named Renée Hartevelt, whom Sagawa had shot three days prior and had spent the days since eating various parts of her body. He was soon arrested. According to reports, Issei uttered, "I killed her to eat her flesh," when they raided his home, whereupon they found bits of Renne still in his fridge. Sagawa was declared insane and unfit for trial and was institutionalized in Paris. His incarceration was to be short, however, as the French public soon grew weary of their hard-earned francs going to support this evil woman-eater, and Issei was promptly deported. Herein followed a bizarre and seemingly too convenient set of legal loopholes and psychiatric reports that led doctors in Japan declaring him "sane, but evil." On August 12, 1986, Sagawa checked himself out of Tokyo's Matsuzawa Psychiatric hospital, and has been a free man ever since.]]>
